Did Aurora Gunman Buy Weapons With Taxpayers’ Money?

More and more stories are emerging, speculating whether alleged Aurora, Colo. gunman James Holmes used money obtained from federal grants to buy weapons and ammo used in the shooting spree that left 12 people dead at an Aurora cinema complex early Friday morning.  What is known is that Holmes was awarded a $26,000 federal grant from the National Institutes of Health, part of the U.S. Department of Health and Human Services.

Should the federal grant program be better scrutinized or even reduced in scope?  What’s your opinion?
